The new U.S. Cyber Strategy

I usually look forward to the U.S. government’s executive cyber directives and strategies. This U.S. Cyber Strategy is somewhat disappointing. It’s at a stratosphere-high political level, more of the same, and lacks specifics. Is it actionable, or just a paper tiger? It focuses more on intent than on methodology. I miss the CISA standard. Or am I being overly critical?
